Highway maintenance in France: a willpower, a policy, an organization
This paper describes the maintenance of the French National Highway Network. Road maintenance is above all a problem of willpower: in fact, the natural tendency, among politicians as well as among engineers, is to favour construction or modernisation works to the detriment of maintenance. When this willpower exists, it must be implemented by a policy. The policy has three main aspects: a) the selection of pavement structures designed for a long service life, so that only surface maintenance rather than structural maintenance is required; b) the reconditioning of existing pavement by "combined rehabilitation" operations, ie, scheduling rehabilitation of entire routes, not just isolated road sections; and c) the preventive maintenance of pavements. Three elements of the organisation of preventive maintenance are described: the road data bank, the technical guide for preventive maintenance and maintenance techniques. The paper concludes with a description of the 1990 maintenance budget.
