GREATER LONDON DEVELOPMENT PLAN INQUIRY - SPEED FLOW RELATIONSHIPS - MEMORANDUM BY THE DEPARTMENT OF THE ENVIRONMENT
THIS MEMORANDUM OUTLINES THE PROBLEMS OF DETERMINING RELATIONS BETWEEN TRAFFIC SPEED AND FLOW AND PHYSICAL CHARACTERISTICS OF A ROAD, MAINLY ITS CAPACITY. IT INDICATES THE PRESENT STANDARDS SUGGESTED BY THE DEPARTMENT FOR USE IN DESIGNING URBAN ROADS TO FULFILL STATED TRAFFIC REQUIREMENTS AND CONSIDERS WHETHER, IN THE LIGHT OF PRACTICAL EXPERIENCE, THESE STANDARDS MIGHT BE CHANGED IN THE FUTURE. /TRRL/
