THE STUDY IS OF ALTERNATIVE TECHNICAL, ECONOMIC, LEGAL, AND INSTITUTIONAL ARRANGEMENTS FOR DESIGNING, BUILDING, AND OPERATING PUBLIC URBAN LOCATING SERVICES (PULSE) THAT MIGHT BE SHARED JOINTLY AMONG METROPOLITAN AREA USERS. PULSE IS COMPRISED OF SYSTEMS WHICH CAN AUTOMATICALLY REPORT THE LOCATION OF NUMEROUS MOVING OBJECTS TO A CENTRAL LOCATION FOR OPTIMUM ROUTING OR OTHER CONTROL. THE SYSTEMS CAN BE USED TO ENHANCE THE OPERATIONS OF SEVERAL URBAN FUNCTIONS INCLUDING POLICE, PUBLIC TRANSIT, AMBULANCE, FIRE CONTROL, GOODS MOVEMENT, AND OTHERS.
