USER ASPECTS - PART 1 - AUTOMOBILE ASSOCIATION VIEWS

MOTORWAYS ARE EXAMINED FROM THE MOTORIST'S POINT OF VIEW: THE EXTENT TO WHICH HIS NEEDS ARE MET AND WHAT CAN BE DONE TO IMPROVE CONDITIONS. SAFETY ON MOTORWAYS IS CONSIDERED UNDER VARIOUS HEADINGS. THESE INCLUDE DESIGN STANDARDS, PARTICULARLY AS REGARDS WIDTH AND SURFACE DRAINAGE. REFERENCE IS MADE TO THE PROBLEM OF DAZZLE FROM HEADLIGHTS AND THIS LEADS TO THE SUBJECT OF MOTORWAY LIGHTING, FOG CONDITIONS AND DRIVER BEHAVIOR, AND THE PROVISION OF EMERGENCY WARNING SIGNS. SPEED LIMITS ARE DISCUSSED. THE PRESENT BAN ON THE USE OF MOTORWAYS BY LEARNER DRIVERS IS QUESTIONED. THE VALUE OF MOTORWAYS TO PRIVATE MOTORISTS DURING THEIR LEISURE HOURS IS EMPHASIZED. THE FACILITIES FOR REST AND REFRESHMENT ARE REVIEWED BRIEFLY. THE NEED FOR THE MANY PROBLEMS ASSOCIATED WITH URBAN MOTORWAYS TO BE DEALT WITH IN A REALISTIC MANNER IS STRESSED. A PLEA IS MADE FOR A NEW APPROACH TO THE FINANCE AND ADMINISTRATION OF THE ROAD PROGRAM TO BRING ABOUT A BREAK-THROUGH IN MOTORWAY DEVELOPMENT SO AS TO PROVIDE BRITAIN WITH THE MODERN METHODS OF COMMUNICATION WHICH ARE NEEDED URGENTLY.
