MOTORWAY EXPERIENCE IN COUNTIES - PART 1 - ROUTE SELECTION, TRAFFIC ENGINEERING AND PARTICIPATION

SOME POINTS ON WHICH THE PROCEDURE FOR CHOOSING MOTORWAY ROUTES COULD BE IMPROVED ARE DISCUSSED. THE TECHNICAL METHOD FOR THE SELECTION OF MOTORWAYS IN HAMPSHIRE IS DESCRIBED. MORE SITE INVESTIGATION IS NEEDED AND MORE USE SHOULD BE MADE OF CONCURRENT ORDER PROCEDURE. THE LOCATION OF SERVICE AREAS SHOULD BE INDICATED WHEN THE ORDERS ARE PUT. THE COMPENSATION OF PEOPLE AFFECTED BY CONSTRUCTION OF A MOTORWAY IS DISCUSSED. THE PAPER ADVOCATES PARTICIPATION OF THE PUBLIC IN REALIZING THE PROBLEMS THE SECRETARY OF STATE HAS IN SELECTING A ROUTE. THE REASONS FOR HIS CHOICE OF PREFERRED ROUTE AND THE CONSIDERATIONS AFFECTING THE REJECTION OF OTHER ROUTES SHOULD BE PUBLISHED. A SEPARATE DISCUSSION OF THIS PAPER IS PRESENTED. /AUTHOR/
