ANTICIPATED EFFECTS OF AUTOMOTIVE EMISSIONS REGULATIONS ON THE PETROLEUM REFINING INDUSTRY
THE AUTOMOTIVE INDUSTRY'S EXPECTED METHODS OF CONTROLLING EMISSIONS TO THE DEGREE REQUIRED BY THE PUBLISHED FEDERAL REGULATIONS ARE EXPECTED TO CAUSE AN IMPACT ON THE PETROLEUM REFINING INDUSTRY IN TWO WAYS. FIRST, IT IS EXPECTED THAT UNLEADED FUELS MUST BECOME AVAILABLE FOR 1975-1976 CARS, BECAUSE THE CATALYTIC DEVICES WHICH THE MAJOR MANUFACTURERS INTEND TO USE TO REDUCE EXHAUST EMISSIONS HAVE BEEN SHOWN TO SUFFER DAMAGE FROM EXPOSURE TO LEAD. SECOND, BECAUSE THE CURRENTLY VISUALIZED METHODS OF NOX CONTROL ARE EXPECTED TO ENTAIL A FUEL PENALTY OF 5 TO 35 PERCENT FOR 1976 AUTOMOBILES, SIZEABLE INCREASE IN REFINING CAPACITY MAY BE REQUIRED. THE LATTER FACTOR MAY HAVE SERIOUS IMPLICATIONS FOR THE REFINERS. BOTH OF THESE TOPICS ARE DISCUSSED.
