DEPARTMENT OF TRANSPORTATION ALCOHOL COUNTERMEASURES PROGRAM

THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION IS CHARGED WITH ADMINISTERING THE NATIONAL TRAFFIC AND MOTOR SAFETY ACT OF 1966 AND THE HIGHWAY SAFETY ACT OF 1966. IN 1970, OF THE 54,800 AUTOMOTIVE FATALITIES IN THE U.S., ALCOHOL WAS INVOLVED IN 50 PERCENT OF THE CASES. EACH STATE IS BEING ASKED TO GIVE FIRST PRIORITY TO ALCOHOL COUNTERMEASURES SO THAT THE QUALITY OF THE STATE SAFETY PROGRAMS BE IMPROVED OVER THE NEXT FEW YEARS. PARTIAL SOLUTIONS OR SINGLE COUNTERMEASURE PROGRAMS GENERALLY ARE INEFFECTIVE, AND IT APPEARS THAT ONLY A SYSTEMATIC, ACROSS- THE-BOARD COUNTERMEASURE SYSTEM CAN ACHIEVE A PERMANENT EFFECT. FOR THE FIRST TIME IN THIS NATION'S HISTORY, ALL OF THE STATES HAVE ADOPTED CHEMICAL TEST LEGISLATION. EVERY STATE EXCEPT ILLINOIS HAS AN IMPLIED-CONSENT LAW. THE DOT/NHSTA HAS DEALT WITH THE PROBLEM OF DEFINING, IDENTIFYING, SUPERVISING AND CONTROLLING THROUGH EDUCATION, COUNSELING, AND TREATMENT, THE PROBLEM DRINKER. THE ALCOHOL COUNTERMEASURES PROGRAM PRESENTLY INCLUDES FOUR MAJOR TYPES OF ACTIVITIES: (1) COUNTERMEASURE RESEARCH; (2) PUBLIC EDUCATION; (3) STATE SAFETY PROGRAMS AND; (4) ALCOHOL SAFETY ACTION PROJECTS. THE DEPARTMENT IS SPONSORING THIS PROGRAM ON A 100-PERCENT FUNDED BASIS IN SELECTED COMMUNITIES AROUND THE COUNTRY. THE ESSENTIAL ELEMENT OF ANY COMMUNITY ALCOHOL SAFETY PROGRAM IS A COMMUNITY ORGANIZATION EMBODYING ALL THE INTERESTED GROUPS WITHIN THE COMMUNITY--THE POLICE, THE COURTS, THE TREATMENT AGENCIES, DRIVER EDUCATORS, LICENSING OFFICIALS, AND MASS MEDIA SPECIALISTS, WHO MUST BE BROUGHT TOGETHER TO ORGANIZE THE PROJECT.
