AUTOMOTIVE RESTRAINT SYSTEMS

THE NATIONAL TRAFFIC AND MOTOR VEHICLE SAFETY ACT OF 1966 WAS ENACTED TO PROVIDE A COORDINATED NATIONAL SAFETY PROGRAM TO REDUCE THE DEATH AND INJURIES OCCURRING IN TRAFFIC ACCIDENTS. THE MAIN THRUST OF THIS LEGISLATION WAS THE PROMULGATION OF MANDATORY SAFETY PERFORMANCE STANDARDS FOR MOTOR VEHICLES TO PROTECT THE PUBLIC "AGAINST UNREASONABLE RISK OF DEATH AND INJURY IN MOTOR VEHICLE OPERATION." THIS PAPER IS CONCERNED WITH THE PRESENT SAFETY STANDARDS RELATING TO AUTOMOTIVE OCCUPANT RESTRAINT SYSTEMS CONSIDERING: (1) TIMING ASPECTS OF THE RESTRAINT SYSTEM RULEMAKING; (2) TECHNICAL FEASIBILITY; (3) EFFECTIVENESS OF VARIOUS RESTRAINT SYSTEMS IN REDUCING FATALITIES; (4) COST BENIFIT FACTORS OF VARIOUS RESTRAINT SYSTEMS; AND (5) OTHER RELEVANT CONSIDERATIONS OF AUTOMOTIVE RESTRAINT SYSTEMS.
