THE MITIGATION OF PERSONAL INJURY AND PROPERTY DAMAGE CAUSED BY AUTOMOBILES
THREE MAJOR FEDERAL PROGRAMS ARE AIMED WHOLLY OR IN PART AT THE MITIGATION OF PERSONAL - INJURY AND PROPERTY DAMAGE CAUSED BY AUTOMOBILES: (1) DIRECT REGULATION OF MOTOR VEHICLE DESIGN AND PERFORMANCE UNDER THE NATIONAL TRAFFIC AND MOTOR VEHICLE SAFETY ACT OF 1966--AS IT HAS BEEN PRACTICED TO DATE, IT IS FOUND TO YIELD EXPECTED ECONOMIC BENEFITS, IN TERMS OF DECREASED COSTS OF INJURY AND MODIFICATIONS, AND HENCE CAN BE SAID TO REDUCE THE AGGREGATE COST OF AUTOMOTIVE TRANSPORTATION; (2) REQUIRING EACH STATE TO UNDERTAKE HIGHWAY SAFETY PROGRAMS IN ACCORDANCE WITH STANDARDS PROMULGATED UNDER THE AUTHORITY OF THE HIGHWAY SAFETY ACT--THE COSTS AND BENEFITS ARE NOT AMENABLE TO ASSESSMENT AT THIS TIME; (3) IMPOSITION OF ADVANCED STANDARDS OF THE DESIGN OF HIGHWAYS BUILT BY THE STATES AND FEDERAL-AID FUNDS--AS EXEMPLIFIED IN THE DESIGN OF INTERSTATE HIGHWAYS, YIELDS 30 -YEAR SAFETY BENEFITS WHOSE PRESENT VALUE AMOUNTS TO 50 PERCENT OF THE INVESTMENT COST OF THE HIGHWAYS.
