ESTIMATION OF TRAFFIC EQUILIBRIUM
THE IMMEDIATE EFFECT OF CHANGE IN A TRAFFIC REGIME (E.G., SIGNING, SIGNAL MODE CHANGE, RAMP CONTROL) MAY NOT ALWAYS INDICATE THE LONG-TERM, EQUILIBRIUM EFFECT OF SUCH A CHANGE. PARTICULARLY IN LARGE, COMPLEX SYSTEMS, A CHANGE WILL RESULT IN UNNATURAL (AND IMPERMANENT) EFFICIENCY, ATTRIBUTABLE TO THE "HAWTHORNE EFFECT". FOR A CASE STUDY IN DETROIT, IT WAS SHOWN THAT ELEMENTARY REGRESSION ANALYSIS ON TIME SERIES TRAFFIC VOLUME DATA CAN INDICATE THE DATE A SYSTEM REACHES STASIS. WHILE WAITING A WEEK BEFORE A COMPARISON STUDY MAY USUALLY BE SUFFICIENT, THE PRESENT METHOD COULD MINIMIZE DATA COLLECTION COSTS AND PROVIDE INDIRECT SAVINGS AS WELL.
