THIS IS THE FIRST OF A THREE-PART SERIES SUMMARIZING A RESEARCH REPORT OF THE SAME TITLE. THIS ABRIDGEMENT SERIES INCLUDES ABOUT 25 PERCENT OF THE RESEARCH REPORT. IN ORDER TO MAKE SUCH A SEVERE CONDENSATION MANY REFERENCES AND TABLES HAVE BEEN DELETED. PART I OF THE SERIES INCLUDES THE INTRODUCTION AND DESCRIPTION OF THE SCOPE OF THE WORK PERFORMED TOGETHER WITH INFORMATION PERTAINING TO THE FOLLOWING AREAS: VOLUME, GAP AVAILABILITY, AND GAP ACCEPTANCE CHARACTERISTICS. THE RESULTS FROM SEVERAL REFERENCES ON THESE SUBJECT AREAS, AS THEY RELATE TO WARRANTS FOR TRAFFIC CONTROL SIGNALS, ARE POOLED TOGETHER IN THE FORM OF TABLES AND BRIEF STATEMENTS OF PERTINENT CONCLUSIONS. /BPR/
