INSTRUMENTATION DEVELOPMENT AND CONTRIBUTIONS FROM TRAFFIC FLOW THEORY
THE CONTRIBUTION OF FLOW THEORY TO TRAFFIC CONTROL IS REVIEWED FROM AN HISTORICAL STANDPOINT, AND DEVELOPMENTS IN TRAFFIC SURVEILLANCE ARE SURVEYED. WITH RESPECT TO THE LATTER, IT IS NOTED THAT THE INCREASING COSTS OF POLICE OPERATIONS, AND THE INCREASINGLY VARIED DEMANDS PLACED ON POLICE, WILL EVENTUALLY REQUIRE A COMPLETE SHIFT TO DIGITAL SURVEILLANCE AND CONTROL.
