KANSAS CITY USES COMPUTER TO OPTIMIZE DOWNTOWN TRAFFIC SIGNALS

THE SIGNAL OPTIMIZATION PROGRAM (SIGPO) IS DESCRIBED; BASICALLY IT PROVIDES A COMPUTERIZED ANALYSIS OF MULTIPLE VARIABLES AND REQUIREMENTS NECESSAY FOR SOLVING TRAFFIC PROBLEMS. BY ASSIGNING A SEPARATE NUMBER TO EACH INTERSECTION (CODE) AND TO TRAFFIC RUNS (LINKS), THE MASTER CODING PROGRAM FOR THE WHOLE PROGRAM WAS WORKED OUT. SIGOP IS A COMPLEX SET OF COMPUTER INSTRUCTIONS WRITTEN IN FORTRAN IV AND CONVERTED FOR EXECUTION UNDER THE IBM SYSTEM/360 OPERATING SYSTEM. THE FUNCTIONS OF THE SEVERAL PROGRAM BLOCKS ARE: (1) INPUT PROGRAM--READS AND VERIFIES THE BASIC DATA, CHECKING IT FOR INTERNAL LOGIC AND CONSISTENCY. (2) PHASE PROGRAM--COMPUTES PHASE SPLITS FOR EACH INTERSECTION FOR A GIVEN TRIAL CYCLE LENGTH. (3) OFFSET PROGRAM--COMPUTES THE IDEAL DIFFERENCE IN OFFSETS AMONG THE NETWORK LINKS. (4) OPTIMIZ PROGRAM--PRODUCES A SET OF SIGNAL OFFSETS FOR THE NETWORK. (5) VALUAT PROGRAM--USES A SIMPLIFIED NETWORK TRAFFIC SIMULATION TO CALCULATE THE SYSTEM PROPENSITY TO GENERATE DELAY, STOPS AND COST FOR A GIVEN SET OF CYCLE LENGTHS, PHASE SPLITS, AND OFFSETS, AND (6) OUTPUT PROGRAM--PRESENTS RECOMMENDED PHASE SPLITS AND OFFSETS IN THE FORM OF A TABLE OF DIAL SETTINGS.
