SIGNAL SYSTEM STUDIES: A NEW APPROACH
A COST-UTILITY TECHNIQUE IS DESCRIBED FOR EVALUATING ALTERNATIVE SIGNAL SYSTEMS TO DETERMINE WHICH BEST MEET THE NEEDS OF A GIVEN AREA. IT COMBINES COST BENEFIT ANALYSIS WITH CRITERIA FOR MEASURING THE INTANGIBLE BENEFITS WHICH CANNOT BE TRANSLATED ACCURATELY INTO DOLLARS. THESE MEASURES OF UTILITY ARE: TRAFFIC OPERATIONS, RELIABILITY, ADAPTIBILITY, IMPLEMENTATION CHARACTERISTICS, AND INCIDENTAL BENEFITS.
