FREEWAY TRAVEL TIME EVALUATION TECHNIQUE

AN ANALYTIC PROCEDURE IS DESCRIBED THAT EVALUATES THE EFFECTIVENESS OF FREEWAY IMPROVEMENT PLANS SUCH AS DESIGN MODIFICATIONS AND RAMP CONTROL. THE PROCEDURE, WHICH SYSTEMATICALLY CALCULATES TRAVEL TIME ALONG THE FREEWAY UNDER GIVEN PHYSICAL AND TRAFFIC CONDITIONS, CONSISTS OF TWO SUBMODELS: FREEWAY CAPACITY ANALYSIS AND FREEWAY TRAVEL TIME CALCULATION. DEMANDS ARE CALCULATED FROM O/D TABLES OF 15-MINUTE INTERVALS, AND THE TRAVEL SPEED FOR EACH FREEWAY SUBSECTION IS ESTIMATED USING THE RELATIONSHIP BETWEEN VOLUME AND CAPACITY AND OPERATING SPEED. TRAVEL TIME IS CALCULATED FOR QUEUEING AND NONQUEUEING SITUATIONS. COMPUTER OPERATING PROCEDURES AND INPUT/OUTPUT FORMATS ARE DESCRIBED, AND THE RESULTS OF SAMPLE MODEL OUTPUTS ARE COMPARED WITH DATA COLLECTED FROM THE EAST SHORE FREEWAY. /AUTHOR/
