FIRST COMPLETED TOPICS PROJECT IS SUCCESSFUL

THE FIRST COMPLETED TRAFFIC OPERATIONS PROGRAM TO INCREASE CAPACITY AND SAFETY (TOPICS) IN DOVER, NEW HAMPSHIRE, WAS COMPLETED. A TRANSPORTATION STUDY WAS CONDUCTED IN THE DOVER-SOMERSWORTH AREA FINANCED WITH THE BUREAU OF PUBLIC ROADS APPORTIONMENT, MATCHING STATE FUNDS AND WITH ADDITIONAL MONIES APPROPRIATED BY THE TWO CITIES. TRAVEL DEMANDS WERE FORECAST FROM FIELD INVESTIGATIONS IDENTIFYING LOCATIONS IN THE TWO-CITY AREA WHERE TRAFFIC FLOW WAS ALREADY UNDULY HAZARDOUS OR CONGESTED. RECOMMENDATIONS WERE MADE FOR A SERIES OF IMPROVEMENTS TO BE MADE AT CRITICAL LOCATIONS ON THE EXISTING SYSTEMS. AMONG THE IMPROVEMENTS PROPOSED WERE CHANNELIZATION AT TWO SQUARES IN THE DOWNTOWN AREA, IMPROVEMENTS AT SEVERAL INTERSECTIONS AND THE WIDENING OF CENTRAL AVENUE, WHICH SERVED A DUAL PURPOSE AS A COMMERCIAL STREET AND A MAJOR THROUGH ARTERY. WORK ON THE TRANSPORTATION STUDIES STARTED IN 1965, CONSTRUCCTION UNDER THE TOPICS PROGRAM STARTED IN 1967. THE IMPROVEMENTS COMPLETED IN 1968, SHOW A 70 PERCENT SAVING IN TRAVEL TIME FOR MOTORISTS PASSING THROUGH THE COMMERCIALIZED SECTION OF CENTRAL AVENUE. THE IMPROVEMENT IN TRAFFIC FLOW WAS SUBSTANTIAL. FIELD WORK IS NOW BEING STARTED FOR A SIMILAR PROGRAM FOR THE CITY OF NASHUA.
