DEVELOPMENT OF AN AUTOMATIC TRAFFIC FLOW MONITOR AND CONTROL SYSTEM
ELECTRO-MECHANICAL AND ELECTRONIC DEVICES ARE EVALUATED FOR (1) CLEARING DISABLED VEHICLES FROM ACTIVE ROADWAYS AT LESS COST AND MORE RAPIDLY THAN BY CONVENTIONAL METHODS, AND (2) MAINTAINING HIGHER TRAFFIC PRODUCTION AND THE LESSENED OCCURRENCE OF DISABLED VEHICLE THAT ARE CHARACTERISTICS OF FLUID TRAFFIC FLOW. THE TESTS WERE PERFORMED IN THE LINCOLN AND HOLLAND TUNNELS IN NEW YORK AND NEW JERSEY. THESE DEVICES EXTEND THE OFFICERS' ABILITY (1) TO DETECT THROUGH CLOSED-CIRCUIT TV, (2) TO RESPOND BY SUPPLYING A VEHICLE TO TRAVEL AT 30 MPH ON CATWALKS, AND (3) TO RESTORE TRAFFIC BY CLEARING ONE OF THE TWO BETWEEN THE DISABLED VEHICLE AND TUNNEL EXIT SO THAT EMERGENCY EQUIPMENT CAN SAFELY REACH THE DISABLED VEHICLE. THESE EVALUATIONS ALSO LEAD TO A BETTER UNDERSTANDING OF TRAFFIC FLOW CONTROL
