PRESENT STATUS OF LEGAL REGULATION OF AUTOMOBILE HEADLIGHTS, TAIL LIGHTS AND MOTOR VEHICLE BRAKES IN THE UNITED STATES
EXPERIENCE WITH THE COMMON PLAN OF HEADLIGHT REGULATION THROUGH A LIST OF APPROVED DEVICES TESTED UNDER SPECIFICATIONS PROMULGATED BY VARIOUS STATE AUTHORITIES HAS PROVED SOMEWHAT DISAPPOINTING, EVEN THOUGH A COMMON SPECIFICATION, THAT THE ILLUMINATING SOCIETY HAS BEEN GENERALLY USED. THE REASONS GIVEN ARE: RAPID INCREASE OF NIGHT TRAFFIC; THE PLAN OF APPROVING DEVICES DOES NOT IN ITSELF INSURE GOOD DRIVING CONDITIONS, AND THE DIRECTION OF THE HEADLIGHT BEAM VACILLATES WITH THE CAR MOVEMENT. THE COLOR OF TAIL-LIGHTS AND REAR SIGNALING LIGHTS IS DISCUSSED BRIEFLY. THE FULL TEXT OF THE SAFETY CODE FOR BRAKES AND BRAKE TESTING OF THE AMERICAN AUTOMOBILE ASSOCIATION, U. S. BUREAU OF STANDARDS, AND THE SOCIETY OF AUTOMOTIVE ENGINEERS IS APPENDED TO THE REPORT.
