BY AIDING IN TESTING THE RELATIVE EFFECTIVENESS OF VARIOUS PROGRAM ELEMENTS AND SUB- ELEMENTS, THOSE THAT ARE BASED ON INVALID THEORIES OF ACCIDENT CAUSATION CAN BE ELIMINATED FROM THE PROGRAM AND MORE EFFECTIVE ONES SUBTITUTED.
