IMPROVING DRIVER-LICENSING PROGRAMS
THE INSTITUTE FOR EDUCATIONAL DEVELOPMENT (IED) UNDER CONTRACT TO THE NATIONAL HIGHWAY SAFETY BUREAU ATTEMPTED TO FIND OUT HOW ADDITIONAL FUNDS COULD BE SPENT EFFECTIVELY TO REDUCE ACCIDENTS AND TO IMPROVE TRAFFIC SAFETY. FOR CONTINUING EVALUATION OF DRIVER-LICENSING PROGRAMS, A PLANNING FEEDBACK-CHANGE (PFC) PLAN IS RECOMMENDED. THE PFC APPROACH WILL: (1) FOCUS PROGRAMS ON SPECIFIC PUBLIC GOALS, (2) REORIENT EVERYONE'S VIEWPOINT TOWARD THE PUBLIC GOALS, (3) INTEGRATE THE FUNCTIONS OF ALL CONCERNED AGENCIES, (4) CONTINUE FEEDBACK TO SHOW PROGRAM EFFECTIVENESS AND COSTS, AND (5) PROVIDE TECHNICAL ANALYSES FOR SHOWING THE COST/EFFECTIVENESS CHARACTERISTICS OF ALTERNATIVE PRACTICES.
