MOE'S OF A CENTRALIZED TRAFFIC CONTROL SYSTEM
THE DEVELOPMENT OF THE HYBRID TRAFFIC CONTROL SYSTEM (HTCS) IS DESCRIBED AND DETAILS ARE GIVEN OF ITS MAJOR ELEMENTS AND CONTROL TECHNIQUES. A METHODOLOGY IS FORMULATED FOR EVALUATING THE EFFECTIVENESS IN DOLLAR TERMS OF A LARGE SCALE TRAFFIC SIGNAL SYSTEM. THE DATA COLLECTION TECHNIQUES UTILIZED FOR THE STUDY ARE RECOMMENDED FOR OTHER STUDIES. A USERS' BENEFIT ANALYSIS IS PRESENTED. THE INFORMATION DEVELOPED IN THIS STUDY CAN BE UTILIZED TO CALCULATE ONLY A PARTIAL BENEFIT-COST RATIO.
