HOW TO PLAN AND DESIGN A MALL FOR YOUR DOWNTOWN
THE DISSERTATION IS PRESENTED WITH THE OBJECT OF PROVIDING INSIGHT INTO THE PHYSICAL FEASIBILITY AND COST-BENEFIT RATIO OF MALL PLANS. TRAFFIC AND PARKING ASPECTS OF THE PROJECT ARE DISCUSSED. PRELIMINARY QUANTITATIVE MEASUREMENTS MUST BE MADE OF AVERAGE DAILY TRAFFIC, PEAK-HOUR TRAFFIC, AND TURNING MOVEMENT AT ALL INTERSECTIONS. SIMILAR DETERMINATIONS MUST BE MADE ON STREETS TO WHICH TRAFFIC WILL BE DIVERTED. COMPREHENSIVE STUDY OF THE STREET SYSTEM MUST INCLUDE BOTH POSITIVE AND NEGATIVE ASPECTS. EFFECT OF THE ELIMINATION OF TURNING MOVEMENTS ON INTERSECTION CAPACITY; THE FUNCTION OF THE MALL IN ACHIEVING BENEFITS BEYOND ITS IMMEDIATE ENVIRONMENT; CURB PARKING; LOADING ZONES; BUS STOPS; AND ONE-WAY STREETS ALL MUST RECEIVE CONSIDERATION. PEDESTRIAN TRAFFIC FLOW STUDIES MUST INCLUDE OBSERVATIONS ON MOVEMENTS WHICH REFLECT TRIPS. THE PARKING SYSTEM SERVING A PEDESTRIAN ORIENTED MALL SHOULD INTERCEPT VEHICULAR TRAFFIC ON THE PERIPHERY OF THE COMPLEX. THE SYSTEM'S PRICING MECHANISM SHOULD BE UTILIZED TO SEPARATE THE LONG-TERM AUTO COMMUTER FROM THE SHORT-TERM SHOPPER. THE RELATIONSHIP BETWEEN PRESENT AND PROPOSED PARKING FACILITIES MUST ALSO BE STUDIED. IN THE DEVELOPMENT OF PARKING GARAGES, THE MERITS AND DEMERITS OF THE FREE-STANDING AND THE "MULTI-USE" FACILITIES ARE PRESENTED AND CONSTRUCTION AND OPERATION COSTS ARE DISCUSSED.
