A CONCEPT OF DETERRENCE CONTROLS FOR FREEWAY TO FREEWAY INTER-CHANGES
RAMP-METERING HAS GENERALLY NOT BEEN EMPLOYED AT FREEWAY-TO-FREEWAY MERGES BECAUSE THERE IS OFTEN A SEVERE MISMATCH BETWEEN THE SERVICE THAT CAN BE PROVIDED BY CONVENTIONAL METERING (400--750 VEH/HR) AND THE DEMAND. METERING IS OFTEN COMBINED WITH A FRONTAGE ROAD OR OTHER ALTERNATE ROUTE, A CONDITION WHICH DOES NOT EXIST IN THE CASE OF FREEWAY-TO-FREEWAY MERGES. THE CONCEPT PROPOSED HERE TRANSFERS SOME OF THE DELAY PENALTY TO THE MOTORIST IN SUCH A MANNER AS TO DETER INTERCHANGE USE IN SUFFICIENTLY LARGE NUMBERS TO RESULT IN A NET REDUCTION OF VEHICLE HOURS LOST. IT IS ASSUMED THAT VARIABLE MESSAGE SIGNS WILL BE AVAILABLE TO INFORM MOTORISTS OF THEIR OPTIONS. THE CONCEPT IS EXPLAINED BY REFERENCE TO A SERIES OF DIAGRAMS RELATING STORAGE CAPACITY, QUEUEING DELAY, AND ALTERNATE ROUTES. THE MAIN APPLICATION WOULD BE TO MORNING AND EVENING RUSH HOUR CONDITIONS, IN WHICH DRIVERS NORMALLY ARE ACQUAINTED WITH THE ALTERNATE ROUTES AVAILABLE TO THEM. AN APPENDIX PRESENTS A MATHEMATICAL CALCULATION OF STORAGE LENGTH AND WAITING TIME FOR THE DETERRENCE CONTROLS. IT IS NOTED IN CONCLUSION THAT WHILE POTENTIAL BENEFITS MAY BE CALCULATED WITH SOME ACCURACY, EMPLOYMENT OF THE TECHNIQUE REQUIRES IMPLICIT ACCEPTANCE BY MOTORIST AND TRAFFIC ENGINEER OF A SOCIAL VALUE STRUCTURE THAT PERMITS PENALTY VALUES GENERALLY EXCEEDING THOSE IMPOSED BY EITHER CONVENTIONAL INTERSECTION OR RAMP CONTROLS.
