THE MICRO-ECONOMICS OF BOTH PARKS AND ROADS IS COMPLICATED BY USERS' PREFERENCES FOR PEAK-PERIOD SERVICES AND FOR DIVERSE QUALITIES AS WELL AS BY THE TECHNOLOGICAL CONSTRAINTS OF JOINT SUPPLY AND INDIVISIBILITIES. THIS ARTICLE SURVEYS MANAGEMENT OF ROAD AND PARK RESOURCES IN RELATION TO THE ACHIEVEMENT OF EFFICIENT QUANTITIES, EFFICIENT DISTRIBUTION TO USERS, AND QUALITY DIVERSITY. NEITHER GOVERNMENT AGENCIES NOR THE MARKET MECHANISM IS PERFECT, AND THEIR RELATIVE EFFICIENCY IS AN EMPIRICAL MATTER. /DOT/
