MANAGEMENT OF COLLEGE AND UNIVERSITY PARKING FACILITIES
THE TYPICAL COLLEGE OR UNIVERSITY WITH A PEDESTRIAN ORIENTED CAMPUS CONTINUALLY SEEKS TO DIMINISH THE PARKING DEMAND. AS A GENERAL RULE, CAMPUS PARKING IS OPERATED AS A UTILITY, A NECESSARY SERVICE TO THE CAMPUS POPULATION. IN A RECENT NATIONWIDE SURVEY, IT WAS FOUND THAT THE ADMINISTRATION OF PARKING SYSTEMS GENERALLY LIES WITHIN ONE OF THREE ON-CAMPUS AGENCIES: A PARKING OFFICE (20-25%), CAMPUS SECURITY (40%), OR THE PHYSICAL PLANT DEPARTMENT (5-10%). THE MAJOR PROBLEM ACCOMPANYING COLLEGE PARKING IS THE LOW PARKING PRICE. THIS INHIBITS THE CONSTRUCTION OF NEEDED FACILITIES WHILE CONCURRENTLY ENCOURAGING A GREATER NUMBER TO OPT FOR CAMPUS PARKING PRIVILEDGES. PRIVATE PARKING FACILITIES ARE A POTENTIAL SOLUTION, ESPECIALLY, IN THE CASE OF REMOTE LOTS, WHEN SERVICED BY A SHUTTLE SYSTEM. /AUTHOR/
