TRAFFIC FLOW ANALYSIS
TRAFFIC ENGINEERS NOW HAVE A MORE POWERFUL TOOL IN THE FORM OF SOPHISTICATED TRAFFIC SIGNAL CONTROL SYSTEMS. HOWEVER, SUCH TOOLS MAY BE IMPROPERLY AND WASTEFULLY APPLIED IF THE TRAFFIC OPERATIONAL REQUIREMENTS ARE NOT CAREFULLY CONSIDERED. THIS PAPER DESCRIBES A TECHNIQUE THE TRAFFIC ENGINEERS MAY USE IN ANALYZING, MEASURING AND DESCRIBING THE TRAFFIC OPERATIONAL REQUIREMENTS. THE TECHNIQUE DESCRIBED WAS FIRST DEVELOPED IN A TRAFFIC SIGNAL SYSTEM FOR THE CITY OF PHOENIX AND HAS BEEN SUCCESSFULLY APPLIED TO SIMILAR STUDIES IN FOUR OTHER CITIES. THE GOAL OF THIS ANALYSIS TECHNIQUE IS THE DESCRIPTION OF THE TRAFFIC OPERATIONAL REQUIREMENTS OF THE CONTROL AREA IN TERMS OF TRAFFIC CONTROL SUBAREA DELINEATION AND CYCLE, SPLIT AND OFFSET BY TIME OF DAY. THE SUBAREAS INCLUDE STREET GEOMETRY, TEMPERORAL VARIATIONS, AND SPATIAL DISTRIBUTION OF TRAFFIC FLOW.
