ZONING AND LOADING CONTROLS
THE ENO FOUNDATION HAS CONDUCTED A STUDY OF OFF- STREET PARKING AND LOADING IN 200 CITIES TO DETERMINE PUBLIC POLICY IN THIS REGARD AND THE MEANS TAKEN TO EFFECT IT. ZONING ORDINANCES ARE THE MAJOR INSTRUMENT OF POLICY. TYPICAL PRACTICES ARE CITED AND SUMMARIZED, AND EFFECTS OF TRUCK TRAVEL CHARACTERISTICS ARE NOTED.
