THAT PRICE MAY TAKE THE FORM OF INCREASED RESOURCE COMMITMENTS, OF INCREASED INCOVENIENCE AND DISCOMFORT, OR OF REDUCED PLEASURE AND UTILITY (STEMMING FROM LESS TRIP- MAKING). ON BALANCE, THEN ONE CANNOT OR AT LAST SHOULD NOT ASSERT THAT TO REDUCE CONGESTION IS NECESSARILY IN THE PUBLIC INTEREST.
