A REDUCTION IN CONGESTION CAN BE ACHIEVED BY HIGHWAY OR TRANSIT SYSTEM EXPANION, BY IMPOSING CONGESTION TOLLS, BY BANNING AUTOS, OR BY STAGGERING WORK HOURS, BUT ULTIMATELY THERE IS A PRICE. THAT PRICE MAY TAKE THE FORM OF INCREASED RESOURCE COMMITMENTS, OF INCREASED INCOVENIENCE AND DISCOMFORT, OR OF REDUCED PLEASURE AND UTILITY (STEMMING FROM LESS TRIP- MAKING). ON BALANCE, THEN ONE CANNOT OR AT LAST SHOULD NOT ASSERT THAT TO REDUCE CONGESTION IS NECESSARILY IN THE PUBLIC INTEREST. RATHER, A MORE INTENSIVE AND COMPLETE ANALYSIS OF THE TRADE-OFFS SHOULD BE MADE PRIOR TO MAKING JUDGMENTS ABOUT WHETHER TO REDUCE CONGESTION AT ALL AND, IF SO, WHEN, HOW MUCH, AND IN WHAT FASHION. /AUTHOR/
