New Slovenian criteria for pavement roughness evaluation

Intensive construction of 300 kilometres of new motorways in Slovenia in the past decade manifested in a need for the new technical specifications concerning road pavement roughness. In year 1999 we started with the longitudinal pavement profile measurements with a high speed equipment. In that time regulations, the measured longitudinal profile had to be analyzed by defining the irregularities under 4 metre straightedge. In addition to the irregularities the IRI (International Roughness Index) values for 50 metre sections were calculated and reported informatively. As qualitative evaluation for IRI Index reference criteria from IRI Roughness scale from the World Bank Guidelines was used. The World Bank criteria became evident to not ensure the needs of the Slovenian road users. Many times the serviceability of the pavements was found to be not at satisfactory level, in spite of fulfilling the quality requirements. Based on the measured profile data new criteria with the new threshold values have been defined for evaluating the road surface condition of the roads in-use and the newly constructed ones. Furthermore acceptable roughness condition levels after the warranty period of 5 years were defined. Paper presents the calculation of financial deductions for unsatisfactory completed works and unacceptable level of serviceability.
