THE "QUIET" REVOLUTION
NOISE LAWS TRADITIONALLY HAVE BEEN DIRECTED AT BOTH VEHICLE MANUFACTURERS AND VEHICLE USERS. THE FEDERAL NOISE CONTROL ACT OF 1972 SETS NO STANDARDS, CALLING INSTEAD FOR A PROCEDURE LEADING TO THE CONTROL OF ALL NOISE. THIS ACT MUST TELL ITS REGULATEES HOW TO ATTENUATE OR REDUCE ANY OBJECTIONABLE NOISES. MANUFACTURERS' DIFFICULTIES IN MEETING CALIFORNIA'S STRINGENT NOISE CONTROL STANDARDS AND FEDERAL STANDARDS FOR 1975 ARE OUTLINED. TIRES, WHICH ARE THE MAJOR SOURCE OF AUTOMOBILE NOISE, AND OTHER NOISE SOURCES ARE DISCUSSED. A MAJOR PROBLEM IS LACK OF INFORMATION ON VEHICLE NOISE AMONG NON-PROFESSIONALS AND THE PUBLIC. /NHTSA/
