MORE MONEY FOR "POOR" COUNTY ROADS-ACCIDENT STUDY SAYS YES

ACCIDENT RATES ON SECONDARY ROADS IN IOWA ARE RELATED TO THE AVERAGE VALUE OF FARM LAND PER ACRE AND TO THE CONFIGURATION OF THE SECONDARY ROAD SYSTEM. THE MILES OF ROADS, ANNUAL TRAVEL AND ACCIDENT DATA ON THE THREE TYPES OF ROADS (RURAL SECONDARY ROAD SYSTEM, FEDERAL AID SECONDARY ROADS AND LOCAL SECONDARY ROADS) ARE TABLUATED AND RELATED TO THE NUMBER OF VEHICLE MILES OF TRAVEL. A CORRELATION ANAYLSIS WAS PERFORMED BY COMPARING THE ACCIDENT RATE ON THE SECONDARY ROAD SYSTEM WITH THE COUNTY ROAD CONFIGURATION FACTOR AND VALUE OF FARM LAND PER ACRE. SPEARMAN'S RANK-ORDER CORRELATION ANALYSIS COMPARED THE RANKINGS ARRIVED AT FROM THE VALUE OF FARM LAND PER ACRE LISTING OR THE SECONDARY ROAD SYSTEM CONFIGURATION LISTING AGAINST THE ACCIDENT RATE PER COUNTY VALUES. ACCIDENT RATES ON THE PRIMARY SYSTEM DO NOT SHOW RELATIONSHIP TO THE VARIABLES. THIS CAN BE ATTRIBUTED TO THEIR HIGHER DESIGN STANDARDS. PRIMARY ROAD DESIGN, MAINTENANCE AND SIGNING STANDARDS ARE CONSISTENT WHILE ON THE SECONDARY ROADS THEY VARY FROM COUNTY TO COUNTY. IT IS CONCLUDED THAT IN ORDER TO EQUALIZE ACCIDENT RATES ON THE SECONDARY ROADS AND AT THE SAME TIME TO REDUCE THE TOTAL ACCIDENT RATE, MORE FUNDS MUST BE ALLOCATED FOR THE NEEDY COUNTIES. IT IS NOTED THAT THE CORRELATION BETWEEN COUNTY ACCIDENT RATES AND FARM LAND VALUES AND/OR ROAD SYSTEM CONFIGURATION IS STATISTICALLY SIGNIFICANT. MANY QUESTIONS WHICH LEND THEMSELVES TO RESEARCH ARE SUGGESTED.
