AT PRESENT, AT LEAST EIGHT FEDERAL AGENCIES ARE RESPONSIBLE FOR RULES AND REGULATIONS RELATING TO THE CLASSIFICATION, PACKAGING, LABELING, HANDLING, AND TRANSPORTATION OF HAZARDOUS SUBSTANCES. A PLAN TO CONSOLIDATE AND CONDENSE EXISTING REGULATIONS INTO A SINGLE VOLUME IS AT THE HEART OF A PROPOSAL TO ESTABLISH THE DEPARTMENT OF TRANSPORTATION'S OFFICE OF HAZARDOUS MATERIALS AS THE SINGLE AGENCY WITH AUTHORITY TO REGULATE THE MOVEMENT OF HAZARDOUS MATERIALS IN ALL MODES. A UNIFORM LABELING SYSTEM, NUMERIAL CLASSIFICATION OF MATERIALS, COORDINATION OF EFFORTS WITH USERS AND MANUFACTURES, AND AN INFORMATION MANUAL ARE ALSO DISCUSSED IN CONNECTION WITH THE PROPOSAL.
