FEDERAL POLICY EMPHASIZES MORE EXACTING SPECIFICATIONS FOR NEW CARS TO COMBAT POLLUTION. SOME DOUBTS ARE CAST ON THIS APPROACH, AND ALTERNATIVES ARE SUGGESTED. EASE OF MAINTENANCE, HIGH RELIABILITY, AND INSPECTION ARE ESSENTIAL TO POLLUTION CONTROL AND MUST BE PROVIDED FOR IN THE SPECIFICATIONS.
