PLANNING FOR PEDESTRIANS

ONE SOLUTION TO THE PROBLEM OF SEPARATING PEDESTRIANS FROM VEHICLES HAS BEEN THE ESTABLISHMENT OF PEDESTRIAN 'CENTERS'; ANOTHER HAS BEEN AN ASSORTMENT OF DEVICES, DEPENDING ON POPULATION AND CIRCULATION DENSITY, IN URBAN RESIDENTIAL AREAS. MANY DESIGN PROPOSALS FOR LARGE-SCALE URBAN RENEWAL ARE BASED, HOWEVER, ON STATIC CONCEPTS OF THE RELATIONSHIPS AMONG BUILDINGS, TRAFFIC, AND LINKS. AS A CONTRIBUTION TO STUDIES AIMED AT INCREASING ACCESSIBILITY, THE AUTHOR EXAMINES THE PROVISION OF FACILITIES IN EXISTING CENTRAL AREAS FROM THE STANDPOINTS OF PLANNING THE OVERALL FRAMEWORK, DESIGNING THE VARIOUS PARTS, AND OPERATING OR MANAGING THE WHOLE. THE SUBJECTS TREATED UNDER THE FIRST HEADING ARE MOVEMENT PATTERNS, DEVELOPMENT OPPORTUNITIES, AND THE IMPLICATIONS OF SUPERPOSING LAND VIABILITY OVER THE PATTERN OF BUSINESS ACTIVITY; UNDER THE SECOND, PEDESTRIAN PATHS AND NODES, PEDESTRIAN FACILITIES, MAPS AND ROUTE DIRECTIONS, AND MAINTENANCE AND PROGRAMMING; UNDER THE LAST, EMERGENCY ACCESS, SECURITY PROVISIONS, SERVICING FACILITIES, PUBLIC UTILITIES, LEGAL AND FINANCIAL IMPLICATIONS, AND MERCHANTS' ATTITUDES.
