ROAD TRAFFIC MANAGEMENT, CONTROL AND SAFETY
THE PAPER DEALS WITH THE GENERAL PRINCIPLES INVOLVED IN PREPARING PROPOSALS FOR DEALING WITH ROAD TRAFFIC IN A CITY OF ONE MILLION PEOPLE-THE CITY OF GLASGOW. IT STRESSES THE NEED FOR A SYSTEM OF HIGH CAPACITY HIGH- WAYS ON NEW ALIGNMENTS AND THE IMPORTANCE OF PROGRAMMING AND IMPLEMENTATION. THE COMPLETION OF SECTIONS OF THE PROPOSED HIGHWAY SYSTEM RELIEVES THE EXISTING STREET SYSTEM AND ALLOWS CHANGES TO BE MADE IN THE CENTRAL AREA WHEREIN PEDESTRIANS SHOPPING STREETS CAN BE PROMOTED. PARKING WITHIN THE CENTRAL AREA SHOULD BE FIRMLY CONTROLLED AND A LIMIT PLACED ON THE NUMBER OF SPACES TO BE PROVIDED. THE CONTROL BY COMPUTER OF A TRAFFIC SIGNAL NETWORK CAN PRODUCE CONSIDERABLE SAVINGS IN TRAVEL TIME. FUTURE PROGRAMMING IS DONE ON A REGIONAL BASIS AND HIGHWAY AND PUBLIC TRANSPORT PROJECTS ARE STUDIED WITHIN THE LIMIT OF THE AVAILABLE FINANCE. TRAFFIC MANAGEMENT SCHEMES ARE PREPARED FOR IMPLEMENTATION IN THE SHORT AND MEDIUM TERM, PENDING THE COMPLETION OF LATER STAGES OF THE HIGHWAY PLAN. (A). SEE ALSO IRRD ABSTRACT NO. 202781.
