The framework for performance indicators

In 1995, the OECD Road Transport Research Programmed established an Expert Group to investigate performance indicators for the road sector. From 1996 to 1999, the work group C6.6/7, taking into account the recommendations established by the OECD Road Transport Research Programme, dealt with the theme of performance measures and benchmarking. Following these two research approaches, the C6.2 work group has considered a more pragmatic approach to help the road administrations, in the field of road management activity, on performance indicators, considering the following items: road categories and stakeholders. In Chapter 1, the report presents the background on this subject and the objectives of the research undertaken. Chapter 2 deals with a brief state of the art on performance indicators, referring to the work of C6.6/7 between 1996-1999 and presents an evaluation of the different types of performance indicators. The methodology of data collection is presented in Chapter 3. In Chapter 4, the data collected is presented and discussed. Finally, in Chapter 5 conclusions from the work developed are presented, and recommendations are proposed.
