Equilibrium modelling: phase 2B implementation report for NTM v3
An initial version of the national passenger transport modelling framework (NTM) was developed in 1999 and has been enhanced in phases to produce the current NTM v3. The modelling system was originally designed to be able to test the impact of a wide range of policies on levels of road traffic by different road categories for the whole country in a limited time period making best use of the Department's existing tools (namely the National trip end model, NTEM and FORGE for modelling the effects of congestion). A travel demand model with a detailed segmentation of the population was required to test the impact of policies on different segments of the population. The design of the NTM framework was limited by both the scale of the modelling processes to be represented, by model run-times and the algorithms available to complete each of the main steps. To meet the potentially conflicting requirements for high traveller segmentation and spatial detail, a modular structure was adopted with the different components focusing on different aspects of traveller responses. The initial model was then extended to improve the modelling of rail policies with a link to a new National Rail passenger model (NRM).
