P/17, Q/1 and the chipsealing textbook

As of 1 July 2006, Chipsealing in New Zealand has replaced Transit New Zealand's (Transit's) 1993 Bituminous Sealing Manual. One aspect, which needed to be addressed in the implementation of Chipsealing in New Zealand, was how to treat the chipsealing textbook contractually. The chipsealing textbook is not a manual, so it does not specify the 'correct' or only way for a chipsealing operation to be carried out. Experience and research are presented in the chipsealing textbook so the reader can make their own informed decisions when using chipsealing technology. In planning the implementation, it became clear that other documents would be required to indicate how Chipsealing in New Zealand is to be treated in the contractual context. To fill the gap between Chipsealing in New Zealand and contractual requirements, a number of Transit New Zealand specifications were revised. Updated specifications included TNZ P/17 Performance Based Specification for Bituminous Reseals, TNZ Q/1 Specification for Quality Assurance for Chipsealing and the State Highway Maintenance Contract Pro-Forma SM032 (commonly known as SOMAC). This paper outlines the links between these revised specifications and Chipsealing in New Zealand.
