TRAFFIC ACCIDENTS - THE UNCOMMON COMMON EVENTS PROBLEM
DRIVERS WITH HIGH ACCIDENT POTENTIAL CAN BE DETECTED BY TEST. THE TEST THAT REVEALS ABILITY CAN ALSO BE USED TO HELP TEACH PEOPLE TO BE BETTER DRIVERS. THE HAZARDOUS HIGHWAY LOCATION MAY BE DETECTED BY MEASURING TRAFFIC PERFORMANCE. BY SUCH MEASUREMENT STANDARDS OF SAFE DRIVING CAN BE ESTABLISHED AND HAZARDS CAN BE DETECTED BEFORE ACCIDENTS HAPPEN.
