ESTABLISHING RELATIONSHIP OF LEVEL OF SERVICE AND HIGHWAY SAFETY
STUDIES FROM 1959 THROUGH 1970 HAVE DEVELOPED CURVES RELATING ACCIDENT RATE INCREASES TO (1) TRAFFIC VOLUME INCREASES (UP TO THE POINT CAPACITY IS REACHED, AFTER WHICH THE RATE DECLINES) AND (2) TRAFFIC SPEEDS ABOVE AND BELOW THE DESIGN SPEED. FROM THESE TWO CURVES IT IS POSSIBLE TO PLOT ACCIDENT RATES AS A FUNCTION OF VOLUME: CAPACITY RATIO, I.E., AS A FUNCTION OF LEVEL OF SERVICE. FINALLY, IT IS SHOWN THAT INTRODUCTION OF THE FACTOR OF SAFETY SUBSTANTIALLY ALTERS THE SHAPE OF EACH LEVEL OF SERVICE WITHIN THE CURVE COVERING THE ENTIRE RANGE.
