Asset management practice

The objectives of this report are to help with implementation of the asset management approach for management of road networks (road asset management, RAM). The report contains: 1. some arguments for implementation of asset management, 2. viable definitions of basic concepts of asset management for practical use, 3. practical recommendations for implementation of road asset management, 4. examples from different countries (developing, in transition, developed), 5. recommendations for future work in PIARC. RAM is a more developed approach to the task of steadily improving the satisfaction of road stakeholders. It enables road administrations to better optimize its outcomes. It also incorporates the concept of business excellence in relation to both results and enablers. The difference between RAM and traditional asset management systems with technical tools and administrative and business arrangements is discussed. RAM is an integrated approach to the management of road assets optimizing over its many different aspects: components, goals, stakeholders, present and future outcomes etc. Basic concepts like output and outcome together and their main properties are described. Co-operation in asset management between road administrations, stakeholders, contractors and partners is incorporated, together with the role of performance indicators, and the road corridor approach is discussed.
