Rail productivity review
The NTC will be conducting a review of productivity impediments in the freight and passenger rail sectors. The review will also investigate the appropriate role of government in addressing productivity concerns. This paper presents productivity issues related to government policy and intervention, industry structure, asset utilisation and management, rail network, business and operational systems and the interaction of rail with other transport modes. Key questions exploring these productivity issues are also posed. This paper is intended to generate discussion regarding productivity problems in rail and provide a guide to those wishing to make a submission.
