THE NEED FOR REPORTING "NON-INVOLVED" VEHICLES AND "DRIVER INTENT" IN ACCIDENT DATA

COLLISION DIAGRAMS USED IN IDENTIFYING HAZARDOUS LOCATIONS USUALLY INCLUDE INFORMATION ON WEATHER AND ROAD CONDITIONS, TIME OF DAY, DAY OF WEEK, AND DIRECTION OF TRAVEL. THIS ARTICLE SHOWS THE NEED FOR INFORMATION ON DRIVER INTENT AND NON-INVOLVED, OR "PHANTOM" VEHICLES" IN CORRECTLY DIAGNOSING ACCIDENT PATTERNS AND CAUSES. DRIVER INTENT IS DEFINED AS THE INTENT OF ALL DRIVERS AND PEDESTRIANS PRIOR TO A COLLISION, INCLUDING THOSE WHO WERE PLANNING A MANEUVER. NON-INVOLVED VEHICLES, THOSE THAT CONTRIBUTE TO AN ACCIDENT WITHOUT BEING PHYSICALLY INVOLVED, SHOULD BE REPORTED ONLY WHEN VERIFIED BY SEVERAL WITNESSES. AN EXAMPLE WHERE THIS INFORMATION LED TO A CORRECT APPRAISAL AND SOLUTION OF AN INTERSECTION DEFICIENCY IS PRESENTED.
