A consistent national approach to measuring pavement condition for road asset management
This paper describes the SCANNER implementation project, the research to develop a specification suitable for use on all local roads in the United Kingdom and the wide range of condition parameters measured. SCANNER includes acceptance testing and accreditation for survey machines and processing software, independently monitored quality assurance and audit of surveys and contractors. A new indicator has been developed to report overall pavement condition for road maintenance management, local authority performance management and national infrastructure asset condition monitoring.
