Review of the growth and development of recycling in pavement construction

This report has brought together information from many countries on the topic of recycling in the pavement construction industry. It highlights some of the barriers that need to be overcome and provides recommendations on systems and approaches that assist in overcoming these barriers. The barriers to recycling included a lack of client awareness, legislation, appropriate test methods, quality control measures and standards and specifications. Recycling is often perceived to be uneconomic and there are environmental concerns about the use of waste and alternative materials. The main factors that were identified as contributing to overcome the barriers to recycling in road construction were client education regarding the benefits of recycling, implementation of appropriate regulatory and legislative measures to improve the economics of recycling and provide for a more sustainable alternative to conventional approaches. Legal incentives, such as using the level of recycling as criteria for contract awarding, and increasing landfill taxes and aggregate levies can have major economic impacts on the construction industry. This type of measures, already adopted in some countries, has proved to be a major drive in the industry attitude towards recycling. The development of performance based designs and specifications have introduced a framework that encourages both innovation and the use of recycled materials.
