Pricing as a tool for funding and regulation in an equity's perspective

The purpose of this report is to focus discussion on the equity issues associated with road pricing. The final equity impact of any pricing application will depend on the pricing instrument chosen, the level of prices and any compensatory policies implemented. Equity impacts will themselves impact on the public acceptability of road pricing. The paper commences with a discussion of road pricing concepts, differentiating between funding of road activities and regulation of road use. This is followed with a discussion of possible objectives of road pricing and of particular road pricing instruments, such as HOT (high occupancy tolled) lanes. A taxonomy of road pricing tools is then set out, ranging from blunt instruments such as general taxes (not strictly a road pricing tool) to more refined instruments such as area pricing. The preceding sections are preliminary to the core of the paper, which is a discussion of the impacts of road pricing and the distribution and equity issues that arise from these impacts. Resolution of these issues is the key to the public and political acceptability of road pricing. The paper concludes with a set of case studies and draws lessons and recommendations.
