SYSTEM OF ESTABLISHING PRIORITIES FOR RAILROAD GRADE SEPARATIONS

IN A 1969 FRESNO STUDY THE FOLLOWING RATING SYSTEM CRITERIA AND WEIGHTINGS WERE ADOPTED: (1) COMMUNITY IMPACT - 20%, (2) DELAY - 30%, FOR WHICH A FORMULA IS DEVELOPED; AND (3) SAFETY - 50%, WHICH WAS FURTHER BROKEN DOWN INTO ACCIDENT POTENTIAL - 30%, NON-TRAIN INVOLVED ACCIDENT HISTORY - 15%, TRAIN VEHICLE ACCIDENT HISTORY - 5%. INFORMATION FROM THE 1968 HIGHWAY RESEARCH BOARD PUBLICATION, 'FACTORS INFLUENCING SAFETY AT HIGHWAY-RAIL GRADE CROSSINGS' WAS USED IN THIS THIRD AREA. FACTORS CONSIDERED UNDER COSTS WERE: BENEFITS DERIVED FROM THE POTENTIAL REDUCTION OF ACCIDENTS AND DELAY, CONSTRUCTION COST ESTIMATES, ALLOCATION TO AGENCIES. FEASIBILITY WAS NOT INCLUDED. THE STUDY HAS ALREADY PROVED USEFUL IN PROVIDING SUPPLEMENTAL INFORMATION FOR FINANCIAL APPLICATIONS, OVERALL COMMUNITY PLANNING, LAND USE EVALUATION, AND RIGHT-OF-WAY PROTECTION.
