SPEED REGULATION AND CONTROL ON RURAL HIGHWAYS

INCREASES IN VEHICLE SPEED AND HORSEPOWER, THE INCREASE IN TRAFFIC VOLUME, AND THE RISING ACCIDENT RATE ALL POINT TO THE NEED FOR BETTER SPEED REGULATION. THIS SPECIAL STUDY REPORTS SPEED STUDIES DONE TO DATE, ISOLATING SEVERAL FACTORS: TYPE OF VEHICLE, TIME OF DAY, PRESENCE OF OTHER VEHICLES, TRAFFIC VOLUMES, ROADWAY WIDTHS, LANE WIDTHS, PAVEMENT CONDITION, AND DIRECTION OF TRAVEL. THE SPECIAL PROBLEMS OF NON-UNIFORM LEGISLATION AND NIGHT VISIBILITY ARE TREATED. COURT ACTION, SPEED ZONING, DRIVER EDUCATION, STATED SPEED SIGNS, TRAFFIC SIGNALS, GOVERNORS, AND WARNING SIGNS ARE DISCUSSED IN CONNECTION WITH SPEED REGULATION. LAW-ENFORCEMENT METHODS WERE FOUND TO BE IN NEED OF REVISION TO MEET EVER-CHANGING TRAFFIC CONDITIONS.
