PARKING RESTRAINT BY PRICING

IN TOWN CENTERS EVERYWHERE MOTORISTS COMPLAIN OF A SHORT- AGE OF PARKING SPACE AND POLICE COMPLAIN OF THE DIFFICULTY OF ENFORCING PARKING REGULATIONS. THE DEMAND FOR AND SUPPLY OF PARKING MAY BE BALANCED BY RESTRAINING THE DEMAND AND/OR INCREASING THE SUPPLY. THE DEMAND MAY BE RESTRAINED BY QUEUING, RATIONING OR PRICING, OR A COMBINATION OF THESE MEANS. THE DIFFERENT FORMS OF PARKING RESTRAINT ARE NEITHER EQUALLY JUST NOR EQUALLY ENFORCEABLE AND, UNLESS CERTAIN CRITERIA ARE SATISFIED, INCREASING THE SUPPLY OF PARKING CAN BE A DISBENEFIT TO THE COMMUNITY. PARKING RESTRAINT SOLELY BY PRICING IS PREFERED AS A METHOD MORE JUST AND MUCH MORE READILY ENFORCED THAN RESTRAINT INVOLVING TIME LIMITS. /AUTHOR/
