SYSTEMS ANALYSIS OF PARKING REGULATIONS, VIOLATIONS AND ENFORCEMENT ACTIVITIES
A COMPREHENSIVE STATISTICAL ANALYSIS WAS MADE OF ALL TICKETING IN 1969-70 AS PRACTICED BY THE 11 DIFFERENT AGENCIES RESPONSIBLE FOR ISSUING PARKING SUMMONSES IN NEW YORK CITY. IT WAS FOUND THAT OF 154 MILLION ANNUAL VIOLATIONS, ONLY 2.4% ARE DETECTED AND RECEIVE SUMMONSES. THESE BROUGHT IN REVENUES OF ONLY $30 MILLION, SO AN EFFORT IS BEING MADE TO EXPAND AND RESTRUCTURE THE ENFORCEMENT OF EXISTING PARKING REGULATIONS TO INCREASE REVENUES. A PARKING ENFORCEMENT COORDINATING COMMITTEE IS PROPOSED WHICH WOULD DEVELOP A VARIABLE, DAY-TO-DAY STRATEGY. THE AUTHORITY OF THE PARKING VIOLATIONS BUREAU SHOULD BE EXPANDED, WHILE REGUALTIONS WHICH ARE, IN PRACTICE, UNENFORCED AND UNENFORCEABLE SHOULD BE DROPPED AND VARIOUS AMBIGUOUS AND REPETITIVE REGULATIONS SHOULD BE REDRAFTED. ALL $15 FINES SHOULD BE RAISED TO $25 IN THE CENTRAL BUSINESS DISTRICT; ALL $25 FINES SHOULD BE INCREASED TO $30, WITH THE EXCEPTION OF DOUBLE PARKING WHICH SHOULD INCREASE TO $35. USE OF PRIVATE AUTOMOBILES SHOULD BE DISCOURAGED WHERE MASS TRANSIT IS AVAILABLE BY INCREASING THE PARKING METER CHARGE. PARKING SIGNS SHOULD BE REDESIGNED TO INCREASE PUBLIC UNDERSTANDING AND COMPLIANCE.
